Is The Best Way to Go in the Middle ?

I want to be particular about a Middle Eastern policy speech
of Prime Minister Abe of January 17.
As for the subject of the speech of the Prime Minister,
"The Best Way Is to Go in the Middle".
Where is the Middle?
The Prime Minister says in a speech as follows.

We are also going to support Turkey and Lebanon. All that,
we shall do to help curb the threat ISIL poses.
I will pledge assistance of a total of about 200 million U.S. dollars
for those countries contending with ISIL,
to help build their human capacities, infrastructure, and so on.

Because I am a stupid citizen,
I can not understand a meaning of "in the Middle".

私は愚かな一般市民なので「中庸」を理解できません。
